Sourcing policy

What counts as a source, and in what order.

PPWR is a regulation plus a growing stack of secondary law, standards and national measures. When they disagree, the order matters.

The hierarchy we apply

  • The regulation itself — the consolidated text of Regulation (EU) 2025/40 on EUR-Lex, including corrigenda.
  • Delegated and implementing acts — binding once adopted, and the place where most operational detail actually lives.
  • Harmonised standards — confer presumption of conformity where cited in the Official Journal.
  • Commission guidance and FAQ — persuasive, not binding. Labelled as such.
  • Member State measures — where national implementation adds duties beyond the regulation, marked with the market it applies to.

What we do not do

  • We do not cite press coverage, consultancy summaries or trade-association explainers as the source of a figure.
  • We do not present a draft act as if it were adopted. Drafts carry a status chip and a consultation deadline.
  • We do not silently update a number. Changed figures get a revision entry.
  • We do not give legal advice. We tell you what the text says and where to read it.
Where a figure is still uncertain

Some obligations depend on acts that have not been adopted — recyclability grading is the clearest case. Where that is true, the entry says so instead of quoting a number that might move. An honest gap is more useful than a confident guess.
